The University,
in cooperation with related educational institutions and central
and regional government agencies, have arranged various types
of educational service centers which include:
| STOU Regional Distance Education Centers |
STOU Regional Distance Education Centers have been established in each region of the country to expand academic services and enhance the effectiveness of the distance education deliverance. The Centers broaden the University's capacity to services students in remote sectors of every province while also providing academic services to the general public. These services include: library and educational media services, consultation by appointment between professors and students, academic and career counseling services, and dissipating University news and information. Mobile units with a broadcast radius of approximately 200 kilo meter (124.27 miles) are situated at Centers to cover service areas throughout the provinces. |
| Library and Information Services |
The Office of Documentation and Information provides library and information services at the following three levels: Central Services, Regional Services and Provincial Services. |
| Central Services |
The STOU main library is located on the university campus and provides library and information services to university staff, students and the general public. The library collects books, periodicals, reference databases, and archival and audio-visual materials that support teaching and research in the humanities, science and social sciences. A variety of services are offered including reference services, document delivery service, circulation, interlibrary loans and current awareness services. The library has also developed a wide range of electronic library services, including e-books and e-journals. |
| STOU Corners |
The university has strategically located Special Study Centers known as "STOU Corners" in eighty provincial public libraries throughout the country to provide library and educational media services to university students and the general public. Educational media at the STOU Corners include various course instructional textbooks, workbooks, reference books and other printed instructional materials, along with supplementary reading material: novels, short stories. Students also have access to audio/visual media which includes cassette tapes that accompany courses, and cassette tapes for tutorials and academic counseling. |
| Study Centers |
The university, in cooperation with local; provincial; and regional educational institutions; and related government agencies, has established a diverse package of Educational Service Centers throughout the nation to ensure services reach students in every region of the country. |
| Regional Center |
STOU has established a nationwide network of 10 Regional Distance Education Centers to act as the university’s local representative in the distance education system. The centers provide library services, student admissions and registration, tutorials for master’s degree students and serve as information and public relations centers for the university.

| Provincial Study Centers |
| The University has established eighty Provincial Study Centers in educational institutions throughout the country to provide various services to university students which include: orientation for new students, tutorials, examinations and University news and information services. |
| Special Study Centers |
| The University set-up special study centers in cooperation with government agencies that are directly related to specialize study areas offered by the University. The mutually conducive programs help to enrich the knowledge, understanding and experience of students through training, laboratory practice, and field studies within the realm of a governmental organization. |
| Educational Materials Delivery |
| The core of STOU educational materials is delivered to student via integrated media mechanisms that are comprised of an assortment of printed reading materials (textbooks, magazines, journals, etc.). The printed materials allow students to study with very little or indeed no direct assistance from the teacher in a timeframe that allow individuals to learn on their own and at their own place. STOU scheduled radio and television program broadcasts, and tutorials are an added value to the learning process. The delivery system also provides students with examination announcements and examination results. |
| Counseling |
Program Counseling and Guidance services for students have been established for new students from the time of their enrollment continuing until the completion of their studies. The counseling and guidance services offered are:

| Information (Student Communications and information Services) |
STOU provides information and news services for its students in a number of forums which also include television and radio programs, and the newsletter "STOU News". The University also disseminates information through its official STOU Website. In addition, the University has established an Information Center to respond to inquiries by students or members of the public via telephone. |
